Framework for Solution. . . 

Community input and review of existing research and programs indicate that Nevada would achieve the greatest success in reaching the Initiative’s target population through community-based strategies and building partnerships among state and local government leadership, business/industry and labor, and educational institutions.  The following strategies have been adopted to mobilize Nevada’s communities, employers and decision makers to achieve the Initiative’s goals.

Strategy #1: 
            Implement a grassroots effort at the regional level utilizing the existing
Nevada Certified Literate Community committees:
§        Engage these committees in identifying local opportunities to
communicate the Initiative’s message
§        Activate these committees to distribute the Initiative’s
marketing materials
§         Enlist the assistance of the committees in recruiting volunteers
 and identifying GED Alumni
Strategy #2: 
            Reach the Initiative’s target population through innovative approaches:
§         Distribute the Initiative’s marketing tools to venues frequented
by the target population – grocery stores, laundromats, car dealerships,
recreational sites, etc.
§         Secure the assistance of local media that appeals to the target population
§         Equip employers in Nevada’s metropolitan areas with the Initiative’s
Human Resource Tool Kits
§         Solicit the support of civic, professional and faith-based organizations
to actively communicate the Initiative’s message
Strategy #3: 
            Build collaborative relationships between Nevada’s Adult Education,
Employment, Training, Rehabilitation, Human Service and Post-secondary
education providers:
§         Host geographically strategic forums to implement Nevada’s Adult
Learning System – a bi-lateral referral system
§         Conduct “issue investigations” with agency personnel who may assist in
solving barriers to participation
§         Improve the ability of Nevada’s Adult Educators and agency case workers to serve the educational needs of persons with disabilities
Strategy #4: 
            Expand the Initiative’s support base through friend and fund raising activities:
§         Seek assistance from Nevada’s GED and Adult High School Diploma alumni
§         Obtain funding for the Initiative’s activities – expansion of the GED On-line program, scholarships for GED fees and instructional needs for existing Adult Education programs
